Packaging Levy & Duty Exemption Calculator
Select balloon specification, destination market, and import quantity to estimate fiscal liabilities for a petroleum-based film classification vs a PLA-based biodegradable film classification. Tax rates used by the calculator are illustrative; the applicable rate for your shipment is confirmed at quotation stage.

Regulatory Context: Where Plastic Packaging Levies Apply to Foil Balloon Imports
For decades, importers of commercial party decor have relied on bi-oriented polyethylene terephthalate (BOPET) film, commercially marketed as Mylar. Whether sourcing standard 18-inch round decor, custom Mylar balloons, or custom foil balloons for retail distribution, conventional Mylar foil balloons consist of multi-layer laminates. Those laminates are effective for helium barrier performance, but petroleum-based BOPET is not rapidly biodegradable in ambient environments.
Several destination markets have introduced fiscal levies targeting non-recycled petroleum polymers. The specific scope, rate, and threshold for each levy changes over time and must be verified against the current regulation at the time of import. The following list is a general context summary, not a definitive statement of current law in any jurisdiction:
Common framework examples
United Kingdom: a Plastic Packaging Tax regime applies to certain plastic packaging imported into the UK. Threshold and rate are defined by current HMRC guidance. Applicability to a specific product classification is confirmed at quotation stage.
European Union member states: several member states operate national excise duties or EPR schemes on virgin polymer packaging. Applicability varies by jurisdiction. Destination-market requirements for a specific shipment are confirmed at quotation stage.
United States (California): extended producer responsibility regimes target single-use packaging categories. Product classification and applicable fees depend on current state regulations. Confirmed at quotation stage against the destination market requirements.
For a technical breakdown of legacy polymer gas retention mechanisms and how they compare to alternative film structures, see Nylon vs polyester PET balloons helium barrier guide.
Material and Test Reports: What We Hold and What We Do Not
FAIR manufactures a PLA-based biodegradable foil balloon film as an alternative to conventional petroleum-based BOPET film. The film is a co-extruded polymer system incorporating PLA as the structural backbone, PBAT for flexibility, a nano-clay dispersion for gas-barrier performance, and a metallized PLA coating for reflectivity. It contains no PET layer, no nylon layer, and no aluminum foil layer.
Test reports we hold for this line:
- SGS Report SHMR220700361301 — biodegradation test under controlled industrial composting conditions, ISO 14855-1:2012. Test material average biodegradation 77.8% within a 45-day test period at 58±2°C. Coverage of a specific SKU by this report is confirmed at quotation stage.
- SGS Report SHAHG2207652301 — RoHS (EU) 2015/863 test report on the tested DEGRADING BALLOON sample. Coverage of a specific SKU by this report is confirmed at quotation stage.
- SGS Report SHTY130500007975-01 — EN71 Parts 1, 2 & 3 test report on the foil balloon sample. Coverage of a specific SKU by this report is confirmed at quotation stage.
- PEBA member — Pro Environment Balloon Alliance member.
Certifications we do NOT hold:
- EN 13432 — not held. The report we hold is ISO 14855-1:2012, which is a distinct standard. Do not treat one as equivalent to the other.
- ASTM D6400 — not held.
- ASTM F963 — not held.
- REACH — not held.
- US CPSIA — not held.
- California Prop 65 — not held.
- ISO 9001 — not held.

Product Categories Available on the PLA-Based Line
The PLA-based biodegradable foil balloon line runs on the same core infrastructure as the rest of the facility. Product categories that can be produced on this film system include:
Custom Shaped Foil Balloons
Custom 2D and 3D shapes with CNC private mold tooling. See 3D/4D Orbz foil balloons for dimensional shapes engineered for extended helium buoyancy.
Holographic and Printed Foil Balloons
Metallic finishes and multi-color laser holographic foil balloons for retail party supply lines.
Letter and Number Balloons
A–Z alphabet letters and 0–9 jumbo numbers for event backdrops and party retail displays. See jumbo foil balloon letters SKUs.
Handheld Stick Balloons
Air-filled mini balloons on paper sticks for promotional giveaways and fast-food marketing programs. See handheld stick balloons sourcing guide.
FAQ
Exemption classification depends on the current HMRC guidance and the specific classification of the product as imported. We do not claim blanket exemption across all SKUs and all jurisdictions. The applicable classification for your shipment is confirmed at quotation stage against destination-market requirements. If you need a specific certification for a UK exemption claim, tell us that up front and we will confirm what we can provide.
We hold SGS report SHMR220700361301 (biodegradation test, ISO 14855-1:2012) and SGS report SHAHG2207652301 (RoHS EU 2015/863) on the tested samples. We also hold SGS report SHTY130500007975-01 (EN71 Parts 1, 2 & 3) on the foil balloon sample. We do not hold EN 13432, ASTM D6400, ASTM F963, REACH, US CPSIA, California Prop 65, or ISO 9001 documentation. If you need one of those for a specific market, we will tell you directly and can arrange third-party testing on your behalf.
The calculator converts imported unit quantities and balloon size presets into net polymer tonnage, then applies an illustrative destination-specific rate to estimate the fiscal difference between the two classifications. The rates used are illustrative only. The applicable rate, exemption scope, and classification for a specific shipment are confirmed at quotation stage against destination-market requirements.
Customs brokers typically require laboratory documentation and product specification sheets for classification review. We provide copies of the SGS reports we hold, plus product composition sheets, on request. Classification approval is determined by the destination customs authority, not by the supplier.
