Importing biodegradable foil balloons is an operations problem as much as a sourcing problem. The tariff classification, the documentation package, the warehouse storage parameters, and the sea freight packaging each affect landed cost and whether a shipment clears customs without a delay. The four sections below cover the parts of the operation that a general freight forwarder will not answer for a bioplastic balloon SKU.
This FAQ is written for importers, procurement managers, and logistics managers who are sourcing PLA-PBAT biodegradable foil balloons from China. Numeric specifications and route-level parameters referenced in this briefing are confirmed at quotation stage against a specific program.
For Importers
How the HS code affects the duty rate, what documents clear a shipment, and how to avoid a Chapter 39 misclassification.
For Warehouse Teams
Why PLA-PBAT film needs specific storage parameters, how hydrolysis affects the shelf life, and how the carton is built for ocean transit.
1. HS Code Classification and Import Duty
The HS code is the single most consequential data field on a commercial invoice. It sets the tariff rate, the regulatory requirements at clearance, the anti-dumping duty exposure, and whether an environmental tariff exemption is available for the SKU. An incorrect HS code can trigger retroactive duty collection, cargo seizure, or a formal customs investigation.
For a biodegradable foil balloon, the correct classification is under Chapter 95. The balloon is classified by customs authorities as a toy, not as a plastic article, based on its end use. The specific code is:
| Market | Classification | Duty Rate (as of publication) |
|---|---|---|
| European Union (TARIC) | TARIC 9503 00 00 90 — Toys, other | 0% ad valorem under the Most Favored Nation schedule for toys originating from China. |
| United States (HTS) | HTS 9503.00.00.00 — Toys, other | 0% ad valorem under the Most Favored Nation schedule. Section 301 tariffs may apply separately to Chinese-origin goods; confirm with your customs broker. |
The most frequent misclassification for biodegradable foil balloons is Chapter 39 (Plastics), typically under 3923.90 or 3924.90. Chapter 39 carries duty rates of 6.5% to 8% ad valorem in the EU and 6.6% in the United States, and may trigger additional chemical safety documentation requirements. If a general freight forwarder has advised a Chapter 39 code for a balloon SKU, seek a formal classification opinion from your customs broker before the import entry is filed.
Several EU member states apply reduced EPR contribution rates to materials certified as compostable under their national transposition of the EU Circular Economy Package. The applicable rate for a given SKU and destination market is confirmed at quotation stage. The test report we hold for the biodegradable line is ISO 14855-1:2012, SGS report number SHMR220700361301.
2. Shipping Documentation Package
The documentation requirements vary by destination market, shipping mode, and shipment value. The core package we supply with an export shipment is below.
States the tariff classification, unit prices, total value under Incoterms 2020, carton count, gross weight, and net weight. The invoice is the primary document the customs broker uses to file the entry.
Issued by CCPIT to certify PRC origin. Required for Most Favored Nation tariff treatment in the destination market. The issuing process and the form required for a given trade lane are confirmed at quotation stage.
The test reports we hold for the biodegradable and foil balloon lines, supplied with the shipment for the destination market's compliance file:
- EN71 — SGS report number SHTY130500007975-01. Coverage: foil balloon sample, EN71 Parts 1, 2, and 3.
- RoHS (EU) 2015/863 — SGS report number SHAHG2207652301. Coverage: tested DEGRADING BALLOON sample.
- Biodegradation (ISO 14855-1:2012) — SGS report number SHMR220700361301. Coverage: PLA degrading balloon sample under controlled industrial composting conditions.
- PEBA member — Pro Environment Balloon Alliance member.
Coverage of a specific SKU by any report on this list is confirmed at quotation stage.
Deflated balloon envelopes are classified as non-dangerous goods under the IATA Dangerous Goods Regulations and ship as regular cargo without dangerous goods documentation. Helium gas cylinders are a separate classified item and are not part of our shipment. If a destination market requires a document outside the list above, tell us at the quotation stage and we will confirm whether it can be arranged for the program.
3. Warehouse Storage for PLA-PBAT Film
A PLA-PBAT bioplastic film is hydrolytically sensitive. It requires more careful storage than a conventional metallized PET balloon. The two parameters that matter are temperature and humidity.
Ventilated, Out of Direct Sun
PLA undergoes hydrolytic chain scission above its glass transition temperature. A warehouse that ventilates against solar heat buildup is the baseline requirement. The storage temperature range for a given program is confirmed at quotation stage.
Dehumidification in Humid Climates
PLA and PBAT are susceptible to moisture degradation. A high-humidity storage zone reduces tensile strength over time. In humid climate zones, dehumidification or moisture-barrier packaging is recommended. The humidity setpoint for a given program is confirmed at quotation stage.
The film we produce contains a UV-stabilizer formulation that provides protection against photolytic degradation during normal handling, indoor storage, and short-term outdoor display. Prolonged direct exposure to strong ultraviolet radiation, including sunlight through warehouse skylights, will cause surface chalking and reduce the film's mechanical performance over time. Cartons should be stored in indoor, UV-shielded environments away from windows and skylights that receive direct sunlight.
Production date and batch number are printed on each carton label to support FIFO inventory management. The shelf life specification for a given SKU, under the storage parameters confirmed for that program, is confirmed at quotation stage. For more on the film build, see our biodegradable foil balloons whitepaper.
4. Packaging for Ocean Transit
The ocean freight segment, typically 25 to 45 days, exposes the cargo to mechanical shock, vibration, humidity cycling, and solar heating inside the container. The packaging has to reduce the damage risk from all four.
Condensation inside a sea cargo container can affect printing inks and degrade bioplastic film. Our sea freight packaging includes a polyethylene inner liner inside the master carton, paired with silica gel desiccant packs. The liner gauge, the desiccant quantity, and the closure method for a given shipment are confirmed at quotation stage.
The standard master carton is a double-wall corrugated fiberboard carton. Carton dimensions are set to the balloon product configuration. The units-per-carton, carton gross weight, and carton compression specification for a given SKU are confirmed at quotation stage.
We supply a container loading plan for FCL shipments. The plan specifies carton arrangement, palletization, and stowage position. For shipments that require palletization, we use ISPM-15 compliant heat-treated wooden pallets. Palletized shipments reduce handling damage risk at origin and destination ports and simplify receiving dock handling at a retail distribution center. The ISPM-15 heat treatment certification is arranged by our logistics partner as part of the export documentation package.
Container load quantities and carton counts per container for a given order are confirmed at quotation stage.
